The most scenic area is the one you happen to be in. :)
It's all scenic and it just depends on that you like.
I like the larger lakes and clear water. (Some folks like smaller lakes, and good fishing.)
High on my list are the island area of SE Lac La Criox, Knife/Ottertrack and Little Sag.
Basswood and big Sag are too busy and have motors. Some day I'm going to check out the lakes east of Gunflint, they are often clear. Haven't been to Quetico, yet, haven't covered all the BW yet.

Just go anywhere and enjoy what you find.
