quite a few years ago (as a result of listening to cliff jacobson, i think) i started using my waterproof ground sheet INSIDE the tent instead of outside. and, that's really all that you need to do, as far as the ground sheet goes. besides that, you should have a tent that has a bathtub floor, and you should seal any seams that are within about 4 inches of the ground. and, finally, if your rainfly doesn't reach to the ground on all sides of the tent, consider another tent, or break out the sewing machine and lenghten it (by cutting the bottom six inches from the fly to maintain the tie-downs, inserting however much cloth you need to make it long enough, and sewing the whole thing up, and sealing it afterwards).
