Resolution:
Resolution is actually a printing term in this case. A web page doesn't understand resolution. Size is only defined by the actual number of pixels. The resolution doesn't matter. Honest!
If whatever program you are using only tells you size in inches at a given resolution, 6 inches at 100 pixels per inch would be perfect. 2 inches at 300 ppi is exactly the same 600 pixels on the web.
If for whatever reason someone needs or wants to send something a bit larger that's fine but I will resize things for consistency.
The largest the images will be displayed is 600 pixels high for verticals or 600 wide for horizontal images.
How many entries per person?
Since there is no entry fee and I don't know how many entries to expect I've tried to avoid a setting a hard number. Certainly 5 would seem reasonable at this point. Maybe 10 if someone really has that many good ones. Save a few for next year.
