You're right!  I only converted for one ounce.  Whoops!  It would be 44 ml of Vodka. The revised recipe for one liter would then be:

1. Add ~270 ml Vodka
2.  Add Spice packet
3.  Add [TBD} amount of tomato powder
4.  Fill to top with water
