Absolutely, positively BH is in Quetico Park.  And absolutely and positively, you need a permit to camp on BH.  A few years ago, we talked to the Park Ranger on BH and he was looking for a couple who entered BH without a permit.  We knew which couple he was talking about and told him where they were camping and he made them leave.  We talked to the ranger before and after the eviction.  

I think you could canoe and fish on BH without a permit, but you can not camp without a permit.

When you make a reservation, they ask you two questions.  First what is your "access"  point and what is your entry point.  BH is your access point and then either Quetico Lake or Cirrus is your entry point.

The Ranger I talked to said he caught a 30 pound lake trout.  Do I believe him.  Sure I do.  I want to believe there are 30 pound lake trout in BH.
