The hardrock aquifers aren't like the sandstone aquifers out West.  After spending five million on the EIS you can be assured that all angles of the groundwater have been considered.

Over 90 percent of the mercury comes from air emissions for other states and countries.  Therefore think global when you think of the environment.  The major source comes from power generation, burning coal, but also can result from forest fires.
