Hmmm... I've seen several otters on various canoe trips in July & August over the last 10 years, most sightings occuring mid-day no more than 20' from shore in less than 6' deep water.  Pair on Crooked near the old Buick, pair on Cutty, one very inquisitive guy on the north pointing penninsula on Agnes (Q.) and a pair on Moose Lake near the twin islands.  They never seemed very shy (for wildlife) and were inquisitive and playful.
