Something similarly happened to us on a high school trip. Our permits indicated a fire ban, we received a significant rain early in the trip. We eventually ran into a group that had told us that rain ban had been lifted after we entered. Our leader told us at the time, that even though the fire ban was lifted in the park. The ban was still in effect for us since our permits were stamped as a fire ban. Right or wrong this is what we did.
