RABC can cover your dependants, only if you listed them on your application and provided their documentation when you applied for one.  If you did, the RABC will list them on it when you get it in the mail.  Therefor, the permit only covers those individuals specifically listed on it.

If you are entering the Q from the north at any time of year (early, reg season, or late), you won't need a RABC as you cleared customs on your way in, as you crossed the border.
