A good chance those were Tundra Swans (Whistling Swan), kinda sound like barking dogs. Migration route comes down through WI from way up north then they either head to the west or come east to the coast. I always see them around Thanksgiving riding a cold front from the north. db, I would call it a leafhopper, some are quite colorful, they put little brown dots on leaves where they pierce and suck.
