After many thousands of miles from Florida to Michigan to Minneapolis to the Q, Georgian Bay and WCPP over the last 10 years and several times carrying 2 boats and once carrying 3 solos side by side by side I wouldn't even consider a permanent mount. On the other hand I don't place 100% faith in the system neither and regardless of what sort of rack I had I would likely have some sort of independent safety strap or, as in my case, rope.
