My thoughts are to find out next time I see him IF there was at ONE time a route to the edge of river as  I understood him to say, and IF there are any map routes involved or whether he went down there with some PRIOR local knowledge?

IF there was a route then there COULD be again IF the park wanted to add another entry point. The permit part would work itself out IF you can even get there. :-/
