Each entry point (i.e. Sarah, Sue Falls, Agnes etc) is tied to an "Issuing Station" ; where you have to go to get your permit. It has always been made clear to me that you must take a direct route of travel from your issuing station to the entry point. A Cirrus lake permit is "issued" at the Beaverhouse ranger station.
