Did you try heat like from a hair drier? I don't think I'd necessarily recommend a heat gun but...

I've tried removing a decal and gave up before I ruined it. Heat and/or any tension put on the decal causes it to stretch and deform. IF you did get it off in one piece, it would likely never go back on flat and smooth and look good.

I would just leave it on, like said above... will not be reusable anyway.

If you have to remove it I would use a heat gun & plastic scraper & then a product called Goof-off to remove residue.

depending on the decal, you may be able to just lift it off using a sharp knife - just work the blade a bit under the corners and slowly lift and pull - very slowly.  I've removed decals this way several times (like those stupid dog prints on my Bells).  If you are careful enough, the glue stays with the decal and not on the boat, but any glue residue will probably come off using alchohol or some solvent.

Of course, the decal isn't usable again, though some have been almost useable.
