I too thought it was okay paddling anywhere on border lakes, but maybe there are some limits when a whole big part of the lake is across the border. I was mainly wondering about whether there is a legal way to do day trips where you portage to lakes totally in Canada, then return to the US to camp, like if you are not able to get a camping permit for Canada because the quota is filled. But maybe there isn't.
