It appears the people involved are not as bad as first appeared. I wrote them an email, the response. Quote:We've been talking internally about the problem with the law for people just passing through the state and are working to change it legislatively. I wanted to let you know that in the meantime, we will not be taking any enforcement action with people just traveling through Minnesota to another water destination.

Yes but this does not pass the cost/benefit test. Requiring this of someone who is just travelling through MN? The threat from that is miniscule compared to the cost. making this a requirement for people just travelling through the state is like banning people from spitting in the ocean because it causes pollution.

Westwood I see Ontario is looking to pass a stand-alone invasive species act. I get why and how important it is, living in a Great Lake state as I do. Problem like the ongoing debate about the Asian Carp which is going to get into the Great Lakes sooner rather than later the way things are going, is that unless the law becomes a national law, MN can do what it will, but it's state waters are connected to a greater system and if the other system members don't do the same thing, it will do little in the long run. You can see from the Asian Carp argument here in the states, that what would appear to be a common sense argument that all would agree on, is anything but.

They also made it cheap enough that despite the hassle, it's better than a long costly court fight which I'm sure some bureacrat figured in the equation.

MN absolutely does not have the authority to make you do this if you are from Wisconsin travelling thru MN to North Dakota - that is interfering in interstate comerce. read that notice and there are not even any exceptions for a tractor trailer load of boats, or a commercial hauler moving a new sailboat thru the state.
same thing they have been trying for years to tax internet sales from companies not having a place of business within thier state (taxation without representation)
but you'd have to foot the legal bill to challenge that, and who is going to bother
