I'm sure there is a thread somewhere this should be tied to, but could not find it in a search.  Just got back off our Scout Q trip on June 22, stopped at CBP the next morning to be greeted by this note on the inside door of CBP....note - outer door was open.  Interestingly enough there was a CBP officer inside, who came to the door as we puzzled what to do.  Seems budget reasons have led them to "close for the summer" and he explained we should register via the ROAM tablet on a pedestal just inside the door.  ROAM = Reporting Offsite Arrival-Mobile.  Check out the CBP site - (You need to Login or Register to view media files and links) for more info.  You can actually download the free app and need to establish an account to use it....or use their tablet.  There were no helpful instructions posted and the app is a bit clunky - once you add a traveler and save, it does not allow you to change them, even for 'required' information - which is also not identified, nor does it take you back to the field (or highlight it) of the missing info.  In order to add the missed info, we had to add the traveler a second time with the right data.  You can add all travelers on one submission, which we did not figure out right away and did ours one by one.  The first two reports got processed and we got and email notifications.  Subsequent attempts got us a "server error" message.  We inquired with the still present CBP officer, who asked if we had called the number on the OUTSIDE sign for International Point CBP for assistance?!  He eventually did help us through that by calling them and we got all parties compliant with reporting.  Interestingly, the ROAM app (on their tablet) never asked for a passport or passport card number!  Just name, address, email, mode of travel, citizenship and some other misc.  stuff.  Anyway....hopefully this will save some folks some trouble and confusion that confronted us quite unexpectedly.  I'm going to download the ROAM app and establish an account before my next trip in August.  You might want to look into doing the same.
