Instead of velcro, I just use elastic to tie things to the thwarts and gunwales (rod on one side, spare paddle on the other). The 3/4" wide stuff works great, cut it to 12" lengths or whatever works for you.  Any sewing store or department store with a decent sewing section should carry it.
