RABC is for clearing Canadian customs....irrespective of a trip to the Q.  If your plans are for a remote MN crossing into the Q...yes, you will need one.  You can list your family and kids on it.

If you will be clearing customs on a lake, or road crossing...no, you don't need one.

All the Q paperwork is still required irreguardless of the method you chose to clear customs.

Are you fishing?  You will need an "Outdoors Card"..ONTARIO.  If you're clearing customs, then no big deal..they will be sold to you when you purchase ONT liscense.  If using your RABC...you'll need to purchase one ahead of time along with your fishing liscense....Sandpoint lodge sold me Outdoos cards and liscenses all via snailmail....with enough leadtime.

the border guys are getting more & more diligent regarding only 1 parent with their kids.

Last summer I left the note (notarized) on our counter at home. Only a phone call to my wife & some pleading with the Canadien border folks let us through.

I didn't know if they were even allowing RABCs anymore. My wife took the kids to Niagara Falls and they were pretty strict at the Canada customs. They checked for the note from me (which I thought to send with) and searched her van.
I will be fishing up there, thanks for the reminder for the licences.
...and don't worry - I'll leave them all in the lake (CPR). They all will be a little smarter and have sore jaws, but they'll still be there.
