I have poked around some on the web, and I have not found much else about this. This effects our group and has prevented us from doing Northern Entry points. Typical of the whole situation, the Canadian govt is reserving the right to make all determinations at the border and does not appear to be giving a great deal of guidance. Which is their prerogative, it just can be frustrating when attempting to plan our trips.

I share your sentiments Bill, but I don't think you need to worry.  I think there still will be about 90% fewer people in the QP vs the BWCA, and I'll be delighted if that is, in fact, the case.  Most people won't want to spend the extra money and deal with the Canadian "bureaucracy."  I also think there is trepidation on the part of some regarding the larger lakes found in the QP.
