MN absolutely does not have the authority to make you do this if you are from Wisconsin travelling thru MN to North Dakota - that is interfering in interstate comerce.  read that notice and there are not even any exceptions for a tractor trailer load of boats, or a commercial hauler moving a new sailboat thru the state.

same thing they have been trying for years to tax internet sales from companies not having a place of business within thier state (taxation without representation)

but you'd have to foot the legal bill to challenge that, and who is going to bother

Problem like the ongoing debate about the Asian Carp which is going to get into the Great Lakes sooner rather than later the way things are going, is that unless the law becomes a national law, MN can do what it will, but it's state waters are connected to a greater system and if the other system members don't do the same thing, it will do little in the long run.

You can see from the Asian Carp argument here in the states, that what would appear to be a common sense argument that all would agree on, is anything but.
