1.) On a two week canoe trip it started raining after the 3rd day. It is now the 5th morning and the wind has moved around to the West. Is this a lay over day or a travel day?

There is no right or wrong answer to this one. The decision of traveling or not is a function of the crew condition. If clothes, sleeping bags and tents need to be dried after a couple days of rain, then staying put may be chosen, this is acceptable. The point is that the crew chief needs to consider several factors using what he already knows about the weather prediction. The crew chief should mention that since the wind is from the West it should be clear for at least most of the day. This question is really a tune up for the next one to be sure that the crew chiefs has checked on the condition of his crew and made a prediction of the weather and how it can be used to their advantage.
